If you go with an Enerjoy RHP I believe (but don't quote me) that ALL of their panels come with 10 year warranties. For an enclosure your size I would think that something in the vicinity of 12"x12" would work nicely. I know that HerpSupplies.com carries a few sizes but Enerjoy has their own site with many more choices. Check them both out. Even if the one you settle on runs $60 that comes out to only $6/year when you factor in the warranty. Not a bad lifespan. I WOULD, however, highly recommend getting a temperature controller to automate the RHP. We've been running one from ESU for the last year with zero problems. HerpSupplies carries them as well. Think they're currently going for $25.....
As far as mounting them, they should mount either to the ceiling or on a wall, preferably under a shelf or somewhere that is not easily accessable to your ig.
I believe that the Dept. of Energy actually did a study on RHP's in general. You may want to try and get a copy of it. RHp's are supposed to be much more efficient than CHE's from everything that I've heard. Safer, in my opinion, as well....
