Sorry, Craig... Misunderstood the direction you were going in. Strictly for basking, an Active WOULD be overkill.... But that's the nice thing about the bulb. It eliminates the need for seperate basking and UV bulbs. The animal is drawn to it for the heat and benefits from the UV at the same time.... Incidently, there has been proof, according to Hatfield's book, that iguanas can actually SEE in the ultraviolet spectrum so that may be yet another reason that they are drawn to it.
As far as the cost for the bulbs, the only thing I can suggest is to go mail order. HerpSupplies.com is now carrying the bulbs. I believe they're getting $60 for them. Not sure how that translates in the exchange rate or if you'd even need to make the exchange- I'm not familiar enough with it. I DO know that HerpSupplies has 100w floods in stock as of Sunday. I talked to John for a few minutes there. It just makes more sense tome in the long run. If you're paying $30 for fluorescent tubes that have to be changed twice a year, then why not spend the money all at once, get a bulb that carries a one year warranty AND puts out up to5x the UVB that a tube does ? Not only that, but by using the Active, you eliminate at least one other light source thereby cutting down on electric consumption.
