Well I don't know exactly, but if he is holding his head up high and has stringy or bubbly saliva on the corners of his mouth, he may have a respiratory infection. This can be very serious and I recommend taking him to the vet asap-- tell him it is an emergency. Keep him very warm in the meantime and don't let him stay in the water. Respiratory infections can be bad news (and my last iguana died on the way to the vet from his... his system was weak unbeknownst to me from other issues and his body finally couldn't fight anymore)

Now maybe he got into something poisonous or it is some other issue, but any way you stack it, it sounds like a vet visit is in order.
