contact the local SPCA and tell them that you would very much like it if they would look into the problem.

OR

You can really give them a blow they never expected. Write to your local newspaper. Tell them about it, ask them to do an article about it... write your own article! Be intelligent and informative. If the right people see this.. the store might even face charges and be shut down.
