off-hand, i don't think that "stuck shed" alone is necessarily a sign that anything is wrong ... tho i would suggest keeping a close watch for signs of dehydration ... and as long as she knows not pull the stuck shed, there shouldn't be any cause/concern of infection ...

iZ *does* have health issues that affect his ability to shed easily ... (chronic kidney problems ...)

things that help iZ shed ~ the warm, damp towel is a super idea! (iZ's back gets covered with a washcloth during his daily soaks in the tub to help his spikes shed ~ )

extra fluids will help too ~ via oral syringe or eye dropper, spray salads with water before serving, etc ... even if dehydration doesn't seem to be an issue + his environment is as near perfect as can be, the extra hydration *does* help the shedding process ...

because i know iZ is gonna have problems shedding, i put aloe vera on whichever part shows signs of starting to shed ... it does seem to help *and* he really likes the massages ... (and shedding has *got* to really ITCH as far as i can tell!) ...

there have been times where his head starts looking like it's going to shed, gets that "dipped in wax" look and then after a few days, goes back to normal ~ like those scales changed their mind or something ...

*usually* the scales that give iZ the MOST problems are the bigger scales, like on his head/jowls ... some of the scales on his jowls take *weeks* to totally loosen ~ not a problem unless the edges are drying up too fast + are actually causing the scale beneath to become deformed ... in that case, i use something like A + D ointment to rub on them ~ something that won't evaporate/soak in right away ~ IF the ig in question is having that extreme of a problem, i would start to worry ...
