Another Active UVHeat question!

O.k. so I have looked into the bulbs, heard all the talk but I want some practical advise. And I know all the wattages these bulbs come in so;

1. The 275 watt flood is supposed to be about four feet from the reptile? Is this true? If I get a 100watt then I am assuming it can be 1-2 feet away, is this correct?

2. What are the running expenses? Do they differ in your electricity bill from our normal day bulb/uvb tube combination?
