What you describe is normal. I always feed mine on their shelfes. This sometimes results in a dumped plate. Another good thing about newspaper. I had one of mine trained to eat off the floor but even then he would eat better if his plate was placed high. Maybe you could build an intermediate height shelf if the basking location is not an option. I think feeding from heights is just much more natural for them than from low locations. If you insist on feeding from the floor you must be more stubborn than he is inorder to get him trained. If he is healthy he can do OK without ANY food for a week or two.Hope I helped some.
