But isn't it now "illegal" to own an iguana in NY ? I'm not saying this to denegrate you, Tony, but it may be grounds for action against the fair. If you want to follow up on this you can start by contacting your state veterinarian and see what, if anything, that they can do. Next would be a NY office of the USDA and inform them of what you "saw" at this fair and the resulting cruelty and abuse. You should be able to do most of this anonymously if you're more comfortable with it.
Next step would be the government office that regulates and licenses fairs and carnivals. City hall should be able to point you in the right direction. If you've got any friends that feel the same way you do you may want to get them involved and make the same phone calls.
If you want to take it a step further, if you have the vantage point, try video taping the instances that you described and see if anyone would be willing to prosecute.
