I've been involved with rescue for years, and have probably worked with about a hundred iguanas (and many other herps) in that time. I have yet to see any animal who has suffered a burn from a human heating pad (although I've seen many with burns from other heat sources). I currently have twelve of them in use here at home, set on low, that are on 24/7.
I did have one malfunction a few months ago - something made me check it in the middle of the night...the pad itself was cold, but the control panel was hot enough to burn my hand. It was one that was more than a few years old, and should have been discarded sooner. I do try to check them every few days for signs of wear, etc.
Just my two cents.
