There's a good chance that you'll be receiving "instructions" as to how to go about performing your own do-it-yourself-at-home tail amputation. HOWEVER, your absolute best bet will be to contact your vet and have him/her take a look at it. It DOES sound like you've got a problem on your hands but not being a qualified vet and without actually seeing your ig's tail there's no way to absolutely tell just from your post. Truth be told, a qualified vet is not allowed by law, to make any kind of diagnosis over the internet, phone, etc without actually seeing the patient.
If you don't already have a qualified herp vet you can check out www.arav.org and try to find one there. www.herpvetconnection.com is another place to look.
Just out of curiosity, how did your last ig die ?
