Radiant heat panels

Ok sounds like radiant heat panels are the way to go with the cage I am building. It is going to be aprox 6Lx6Hx4W does this sound good for 1 female iguana. What size heat panel would I need to properly heat this cage. Could someone also explain how they work. I dont understand how they heat the cage, but are not hot to the touch?
