Make sure that any basking lights are off center instead of beating down on her, cooking the tips (frayed, split). Just this minor adjustment and waiting for subsequent sheds you should see improvement in about 6 months. If spikes are totally gone from the base (injury/trauma) some people report no new growth I don't have any personal experience with spikes totally missing but my female HAD a few very short (broken & curled) spikes when I got her that are growing slowly, surely and straight.
May also will help if you do not force any retained spike sheds but gently work the base for release if you have to and let it sit loose until it falls off on its own or gently pull up and see if its ready to come easily & completely off. Just a thought.. but you'll notice how at the tip when you go to take the old casing off there will be a very thin almost transparent kind of 'skin' adhering to the very tip and old casing (reminds me of that film in between an eggshell and the egg ..covering a boiled egg when ya peel it <> )....anyway I think this is supposed to be attached to the new spike, not pulled off with the old casing... almost like a kind of padding to the new growth, or part of new growth, but in our haste to remove spike casings we pull it off just a bit too soon. Not making sense???...fear not not the first time nor last
