hatchling rhino iguana not basking

My three and 1/2 month old rhino has taken to hiding under his basking logs all day just sitting on his heating pad. We are working on week three. The first week I didn't have the heating pad but I wasn't supplying additional heat at night and noticed he woke up cold a lot and didn't seem to be efficiently digesting his food (judging by his stool). Since I've added the heating pad he hardly basks at all. Just lays under the logs on his pad all day. His digestion has improved but i'm concerned about proper uvb exposure. His tank is staying in the proper temperature range so I don't think that's an issue. Suggestions?
