My best guess is this:

Since she was in such horrible conditions... her skin did not shed peoperly because of low humidity. The peices of skin that did not shed off, stayed there, and damaged the scales underneath. I've seen it before, and I am almost positive that that is what it is....

Over a period of a few sheds, it should go away.
