The only two things I can think of is 1.) Notify Animal Control. They may be able to do something along the lines of "abuse or cruelty". However, Animal Control may need a quick education regarding herps as well and they may not be interested in listening. Just fair warning. The other thing you can try is getting in touch with the local Dept. of Agriculture office. DOA regulates pet store licensing and spot checks here in New Hampshire. Not sure if that is a federal responsibility or not.
Depending on just how badly you berated her and her shop you may be able to go back in and drop some care sheets, like JN suggested. Maybe between the two of you, you could try to convince her to let you do occassional seminars in-store. Either of you belong to any local Herp Societies ? Contact them and see if they have any "pull" with the store. You never who knows who. We're currently working with a VERY good pet shop in Portsmouth, NH. With any luck at all they will soon be housing some rescue space for us and they have invited us to put together several seminars for the public to attend.
Keep in mind that the "direct" approach is not always the best one. No one ever wants to hear that they are doing something wrong but it's more difficult to deal with pet stores because they perceive it as a threat to their income. Figure out a way to work from the "inside". That way whatever changes you may affect could stay that way for a longer period instead of just happening to placate you immediately.
