It sounds like you are doing everything you can to heal the scales (bath soaks are great). Sleestack has many messed up scales due to his past acrobatics, and they tend to shed more than other scales. From my experience, those scales will always stand out a bit from the others and never go 100% back to normal but with every shed they improve a little.

Proper diet, some natural unfiltered sunlight, and good cage lighting and heat will help his healing process as well. Good luck
