I just think the SPCA definitely needs to be contacted about this. Sometimes your local news has a reporter that likes to bust people that do something wrong as well, kind of like a mini-20/20 investigation. (we have one here in NC that does this very thing). Try calling them, it might make for an interesting story. I bet as soon as he finds his store on the news he will think twice about the care of his animals. Good luck in your endeavor to give the poor girl a good home! J
