I'd say that they should make the customers sign an agreement on ALL animals. Here's what I think that it should be. . .

The customer is obligated to sign an agreement with the purchase of all animals in pets stores. The customer MUST provide FACTUAL information about themselves - a CORRECT address, phone number, and any other means of contact. If the infomation which the customer provides changes because of a move in location, or other circumstances, the customer MUST inform the store by mail, phone, or one-on-one contact.
By signing, the customer agrees to, and MUST send monthly photographs of the animal, Xerox copies of vet bills and reports. The customer MUST go home with a book on the animal and/or caresheet/pamphlet. Before purchase, the customer MUST have proof of research of the animal (ie: a webpage print out, a book) with them, if sufficient proof is NOT present, then the customer may NOT purchase the animal. The customer MUST take a questionare on the animal they wish to purchase, this questionare will be on PROPER care of the animal. If the customer does not score well and proove to have significant knowledge of the animal, the customer may NOT purchase the animal. If the customer does NOT meet ANY of these requirements, the animal will be confiscated, and/or if the animal is in poor health because of neglegence, the customer WILL be charged with animal abuse.

I would LOVE if this agreement was in order for the purchase of animals in any situation. Pet Store, or Private Breeder.
