20 gal is ok for a youngster, it will be outgrown soon, but if i were you, id make the larger one escape proof and put him in there. Babies rely on height in the wild to escape predators, and a 20 gal wont provide much! Just put him in the larger one, and set iy up correctly. When i got my ig, he was almost 2ft long already, but still a "teen" iguana. The only cage i used was a 8x8x8 cage, and it was great for him!
The larger the cage, the better it can be "accessorized" to make the WILD animal's living condition as "natural" as possible.
the woodchips may cause odors that annoy him, and are the not the most hygenic of the substrates. I used to have astro turf (the fake grass carpet thing) cut into tiles for easy replacement and cleaning. Just scrub them up in bleach, wash and let dry. In the meanwhile, a clean spare one can be put instead.
It also looks nicer!
At under 12" is awfully young to show brown coloration. Do u have other pets in the house that can scare him? Children screaming and banging the glass? loud noises?
At least he feeds well, and as you said, the heat is right (iguanas sometimes turn darker to absorb mor heat, lighter when they feel too hot).
Or, it might be parasites, external or internal. Have u had the feces checked by a vet when u got the iguana? tests to determine its health?
Im sure that once u get the right cage and substrate (with good heat, height, branches, etc) he'll turn out better.
I hope others will post to give you more ideas and solutions.
