Healed Burns, Rescue update

I saw the ig today that I'm going to be taking home on monday.... The poor guy!

I was told he was missing part of his tail, had no spikes on his back, and his color was off....
But the poor guy's troubles don't end there, he's missing a lot of toes on one foot, and his only heat source is a hot rock, so he's got tummy burns, but they look pretty healed over. Plus the really sweet lady that's taking care of him now doesn't know too much about iguanas cause she thinks they get their water from lettuce, so I don't think he's ever soaked before...

My questions are, Since he's missing the toes on his back left foot, would it be a bad idea to provide him with a lot of branches? I'm kinda worried about him falling, would a ramp and flat board be better?

I'm ditching that hot rock *but* He's afraid of heat lamps, so any suggestions as how to go about getting him used to a heat lamp? The bulb is a red heat bulb, supposedly they aren't supposed to see that type but from what I've been told he really flips out when its on.

And juuuuust one more lil question, what is the best substrate to keep igs on?

Any extra info you may wanna give me is MORE than appreciated! N' I'll keep ya posted bout this guy's condition.
