His tail may or may not grow back depending on where it broke off and how it was cared for.
His coloration could be from bad health and improper diet. However, they do not stay bright green their entire lives. A proper diet, calcium, natural unfiltered sunlight, and freedom from worms and disease will get him to the color he should be... (which could be orange, brown, greenish, etc.)

: I'm "rescuing" an Ig this Saturday, I haven't seen him/her yet and was told s/he's not in all that great condition, s/he's missing the "spines on its back and part of it's tail" and was previously only fed iceberg lettuce.
