Since he's so little, how about getting some aquarium airline tubing, there are two sizes, normal and mini, choose the one that will fit around the toe best. Then slit it lengthwise with some scissors and wrap it around the toe, then tape shut. It would be flexible, and yet hold it reasonably straight. Might not stay on, but worth a try...
