black spots?

hi my iguana (artimus) has a bunch of black spots between his eyes and around his third eye (that spot on the top of his head)
i was gone for a month and the sitter diddnt really know much about it. the special light bulb went out the day i left and the sitter didnt replace it. so artimus hasnt had his proper heating and lighting for a month. now that im back, hes lying around on the ground and sleeping alot. what can i do to get him back to normal. (limited budget, so be nice :)
