To answer your question regarding the UV lights and the basking lights. Yes you should have them fixed in the same area so the Iguana is exposed to the UV while basking, the basking area is where he'll spend most of his time.
As for his laziness, could be just a phase, Ig's sometime have occasional slower days once in awhile.
So long as he's got the right diet, he's eating well, I wouldn't worry too much just yet.
