Rock has the blues/ UVB during basking or not ?

Boy has this one stumped me.....hope you guys can help :o)
I've been researching this problem that I'm having with my enclosure for my Iguanas for several days now. I hope you can offer some advise to me ...as we are getting closer to building our walk in structure. I'm concerned that the Iguanas spend (of course) so much time basking and not in the other part of their present structure where the UVB "Iguana Lites" have been installed. I take them outside for a total of 4 to 6 hours a week in natural light...but that's not very much. They eat and hang out for a few minutes then defecate on the UVB side. Should they be exposed to UVB while they bask too? Is that too much ? I can install a UVB tube light in their basking enclosure so they are getting both at the same time.....I just don't know if I should. I'm afraid they'll get sick before I build the next Ig house. :o( What is your suggestion? The reason I started looking this up again...is my Rocky seems so blue as in lazy the last couple of days. He hangs around on the bottom of his basking area more than normal..I know they can't always be the same day in and day out, but it makes you worry ! He's eating and he's not lithargic but seems LAZY....Like me he he he :o)
