There could be one of three things going on with your bulb:
1) the tube (bulb) is turned alittle off center in the socket ends. Try adjusting the tube.
2) The bulb is bad, which is not uncommon even with new bulbs.
3) the ballast is going out on the fixture. Which, depending on how much the unit cost$$, it would be cheaper to go to Lowes and buy a new one for around 12.00; unless it's a tank mounted fixture, then it might be cheaper to replace the ballast unit, which should be a alum. cylinder. These can be taken out like a car bulb, push down and turn, it should pop out.
Now about your iguana, to really help you with what is going on with your iguana, we'd need to know some major information. Diet (detail), temps, cage size, substrate type,etc.....
without it, we're just throwing out guesses......post some more info and we'll help you figure it out.
