I listed a couplea of websites below that might help to read...one from "Don" from sci. engr. lighting newsgroup given to me when I was researching using Active UVHEAT lamps I bought last year...Really informative. I don't know how much uvb permeability output for quartz glass is ...but found out that quartz glass is what is used for sleeves of the full spectrum flourescent tubes most of us have used/buy, but I would think the permeability is UP there. The phosphor coating of the lamps is what filters out the bad uv and converts it to acceptable longer wavelengths (vs shorter "harmful" wavelengths). Ive read of many a herper who use HID (high intensity discharge) lamps and swear by them...and no damage to their repiltes have been reported.
high pressure mercury vapour lamps (HQL)
halogen metal vapour lamps (HQI)

Also here's another snipet I saved that may help:
***To prevent animals being damaged halogen metal vapour lamps are not to be installed without the supplied filter disc. Light output from HQI burners, measuring 80lm/W, is considerably higher than from HQL lamps. A 80W HQL lamp will only emit 4.000 lumen, compared to a 70 W HQI lamp's 5.000 lumen. A 125W HQL lamp will deliver 6.500 lumen, a 150W HQI lamp, however, will produce 11.250 lumen! A single 1.000W HQI light produces
80.000 lumen****
Altho this is a "tanning" website good info on
HIDs
