Good luck! Here in PA, I reported a store to the SPCA, which is the (supposed) authority for animal cruelty/neglect issues. I continued to call to find out the determination of the investigation and more importantly what was going to be done to rectify the situation. After many futile attempts, I reluctantly gave up, having concluded, sadly, that they just didn't care ;-(

I think PETA might still be running a campaign against Petco tho, so ya might wanna check them out
