First Off, I would reccommend separating them. Their sizes are too different and the younger one has potential to get hurt (also might be not getting the best basking place/heat/UV & food)
The bumps could be viral, bacterial or fungal. My last iguana rescue had a similar sounding infection on his tail-- bumps that seemed to erupt from below the scales (permanantly disfigured) I watched to see if it was a previous problem that just left him scarred, but I noticed it was getting worse. The vet had me give him antibiotic injections in the back for 3 weeks (showed me how to do it). It seemed to stop the spread, but his tail was always full of scars and strange looking scales.
I do not know if this is the same problem, but whatever it is, you need to take her to the vet (a QUALIFIED HERP VET) and begin treatment. Ironically, my rescue was also previously housed with an iguana that was bigger. They gave him to me because they figured he was going to die otherwise (the other one was causing injuries)
Keep her warm and under the UV after separating her. Try to keep her stress level down.
