I agree that you should support smaller stores (who are better educated). There is an excellent bird store in town that really cares for the birds and is immaculate (cleanest store I've ever seen) And they clip the birds for free so they can keep an eye on them-- and buy them back from you if you don't want them (because they want good homes for them) They are an EXTREME exception to the rule.
I do buy products online, but if you buy everything online, you will eventually close down these smaller stores. AND-- if you buy pets on line, how are you even going to know what condition they are really kept in-- you will never see for yourself! They could be worse than the large chains (with no one to see or regulate).
I think educating people is the best approach. If they don't listen, report them and give them bad word of mouth (most people don't listen though-- they will go wherever is convenient. MOst people have no passion for such issues!) Sad...
