I can't help ya much with the ID, as I am not really an Ig expert. I can tell you that mouth rot is mouth rot (or 'canker mouth' as us old timers call it). The treatment is pretty much the same as for a snake. Probably an antibiotic shot would help, but I'd leave that up to the vet. I wouldn't worry about anything else until the canker is healed.
When it's all over with, I think you will have a hell of a nice, if a bit ugly (Ugly Good!) lizard. A pity the former owner can't be introduced to the working end of a board.

: I just want to make sure of the species or subspecies I have, as he is not a green Iguana. Spines on back are about 1/2 inch long, and has greenish yellow color, tail has significnt black banding as does the body, but narrowing bands and only on back third of body. Over hind legs, spines missing in area about 3 1/2 inches long due to injury sustained long time ago well healed and skin covered( pervious owner stated was accidently hit with board, however that might have happened, I shudder to think ), Anyway I think that he is a Spiney Iguana, and does this change anything about care and treatment for his mouth rot.
: Thanks
