To clean/disinfect the area use Betadine solution diluted with water until it resembles tea. If you have already used hydrogen peroxide, that's okay as most people do have this handy. It is NOT, however, something to be used frequently because it is harsh. Now you can put on some Neo-sporin. Best to put it on just before ig's bedtime to cut down on his ability to wipe it off.

Personally, I wouldn't try to splint it as you may cause him to "drop" his tail. After this first aid treatment, it might be wise to call your vet and see if more treatment is necessary at this time. If the area gets "mushy" or stinks, a vet is definitely needed as this is an indication that infection is setting in and if not treated the animal WILL die from blood poisoning.

You might also want to check out his habitat if you haven't already to see if you can figure out what the heck he did to himself ;o)
