< My friend just got a new Iguana.>
Please pass on to your friends, that if they ever decide to get an iguana, to NOT buy one but instead, adopt one. There's plenty of unwanted iguanas out there needing good homes.
< His tail is a blackish-gray color with chunks of this colored stuff coming off. When this comes off you can see the muscles in his tail.>
This is serious and as everyone else has said, your friend needs to get to a Vet as soon as possible.
Sounds like it's burns on the iguana's stomach. If you're friend is using either a Hot Rock or has a flood light that the iguana can get close to; then it's being burnt by one of these. If it's a hot rock, throw it away!!!! If it's a floodlight, your friend needs to take temperatures readings inside the cage. These readings should never get above 105 degrees at the closest point to the light. If the temp is hotter than that, change the light to a lower wattage bulb. Or he can move the light fixture higher away from the cage to adjust the temperature. HD

I have a question for you, does your friend have excess to a computer? If he does, then he needs to check a few websites out and learn as much as possible about the reptile he just got. Or he can go the a book store and purchase the following book: "Green Iguana The Ultimate Owner's Manual" By James Hatfield III.
One problem people have when getting a reptile such as an iguana, is that they think it's like owning a dog. A dog, you just buy dog food feed it every day and it will be fine. Well, you just can't feed an iguana, greens every day and expect it to be fine. Iguana's needs are much higher than owning a dog or cat. The knowledge your friend needs to care for his iguana, is not something that will come natural. He needs to study information on this reptile. Focus on three areas: Diet.......climate(temperature/humidity)......and cage size.
What area of the country is your friend at? If he's close to one of us, we would be more than willing to call him and help with information on caring for his iguana properly.
You've done good, coming here and asking questions, but your friend has a long road ahead of him, with his iguana and the condition it's in.
: Thanks :-)
