Question? Do the toes come off, like break off, or do they turn black and swell before finally falling off? If it is a case where they are turing black and swelling then carpet fibers might be to blame. Very small strands of carpet can get wrapped around the toe cutting off circulation. Sometimes they are next to impossible to see. The toe turns black, swells and finally falls off. If it is carpet fibers, then they need to be very carefully cut off (not an easy task that should be done with two or more people)
Also regarding the full spectrum bulb, not all bulbs are created equal. Just because a bulb is marketed as full spectrum does not necessarily mean it has the required UVB wave length of light. UVB is necessary to synthesize vitamin D3. Vitamin D3 is essential for the absorbtion of calcium. Calcium is needed to prevent MBD disease and other health problems. You need to double check the buld to ensure that produces UVB.
Finally, a ten gallon tank is ok for a small iglet. But your friend should start planning now to buy or build a much larger enclosure as the iglet will very quickly outgrow the ten gallon. Also IMO heat rocks are not the best method for providing heat for a variety of reasons. The most important of which is they have been known to malfunction and severely burn reptiles.
