You need to take your iguana out of the cage for short periods of time, a few times per day to get him acclimated to you. Be gentle and talk softly, move slowly etc. The closing the eyes thing is a fear/annoyance response most of the time, but it means they accept you petting them and that is better than the alternative. Many tame iguanas still close their eyes when petted (I think it is a "if I can't see you, you are not there and you cannot see me" type attitude)
