Almost all animals that are kept on display in public places (stores, restaurants, etc) are constantly harassed ,teased, poked,and other wise turned into nervous/vicious wrecks. I haven't rescued any igs, but have gotten a couple of macaws that came from that type of situation. (by the way, a macaw thinks nothing of chewing thru 2x4's for fun and I have seen them snap a broomstick!I have had one put his beak THRU my hand! He was from a hotel that kept him in the garden till he started to bite)
This approach has always worked for me:(with all kinds of critters)
I found that after a period of adjustment to new surroundings, let him know that you WILL be around, WILL be sticking your hands in there and you WILL be handling him. Gradually get him used to the fact that you will not take no for an answer.Gently, but firmly. He may not ever be a cuddly pet, but you will gain trust and respect.
