If it would be just a poop problem, then try some cat hairball medicine to help get things moving.
Petroleum based is safer to use then mineral oil or any oil based substance as these can be inhaled into the lungs.
But the symptoms of no movement in the legs and tail I really don't think are the reasons it can't poop.
