Wot does he do that makes him seem "bored"? Does he have branches and things he can climb on in his cage? Also, would it be possible to angle his cage so he can look out a window (But not be right up against it!)? Since he's getting a new cage you prolly won't need to bother with making any dramatic changes any time soon, just consider it when you're setting up the new cage.
Also, wot about an outdoor enclosure?
Ziggy certainly does sound like a lively fellow, he's lucky to have a good home!
