Our bearded dragon will do the water thing. I can drip water on the tip of his nose all day and he'll drink but IGN0RE his water bowl. This is pretty typical of dragons tho. I usually get him going this way and then sit him in front of his water bowl and say something like "there's your water silly" and then he'll plunge half his face in and drink up a storm.
It may be that under the circumstances your new one came from he doesn't recognize his water bowl and his water source. You may have to show it to him if you haven't already.
