I am not sure what to do about the snake, but as for getting to the vet, you could...
beg,and beg till she gives in
tell her you will pay her back (never works, but worth a try)
ask her to take it out of a savings account
call the vet, talk to the vet yourself, and see if they will give you a lowered rate, or a free visit, installment plan, etc.
