Betadine and Bearded Dragons a few questions and thanks:-)

Hello,
I have a roommate with a bearded dragon that was a tailnip, the dragon just shed and the tailnip has reopened and it appears the tail itself is shorter, the wound is open and there is dried blood.
Would betadine be safe for prevention or treatment of infection if any? If it is safe, does it need to be diluted as with a bath for mites or just put on straight at full strngth? Should the dragon be quarentined?
