Scabs or crust around the mouth of lizards is a common problem that can be caused by MANY diferent things. How long has it been there? What color is the scab?(the color of dried blood?) Could it have been caused by an injury, or continuous rubbing/digging on anything in the cage? Could it be a bite form a cagemate? If any of these things are the case, soaking in warm water and using an antibiotic ointment will probobly help the situation. Reptiles can take a surprisingly long time to heal from even simple wounds. If the scab could not be from an injury does it look like it could be fungal? There are many kinds of funguses that can atatck the soft mouth tissue of lizards. Check the inside of your skinks mouth often to make sure that it is not spreading. If it does not heal within a few weeks, or the crust starts to spread, or does not go away after the animal sheds you should take him to a qualified herp vet.
If the crust is only exccess food then soaking in a warm water bath for an hour per day could help loosen it.
