You probably have a photo/image editor on your computer, if not, then there are lots of free ones on the internet to download. You want to open up the pic in an image editor, and resize it to 800x600 or 640x480. This should get the file size down.
If you are running windows xp, microsoft has a free powertoy available that lets you resize pics from the right-click menu.
