Alcohol disinfects by denaturation of proteins (and to a lesser degree by its lipid dissolving abilities - it can disrupt cell membranes).
In order for alcohol to denature proteins, there must be water present. The optimal concentration for doing this with ethanol has been shown to be 70% ethanol.
Stronger solutions do not work better, and if you get the concentration too high, they don't work nearly as well.
Isopropanol is slightly more effective, buy again, not at too high a concentration.
That is the reason rubbing alcohol is generally sold in 70% solutions, it works best that way.
