best garter substrate?

what is the best garter snake substrate? I used to use soil mixed with peat moss, but that was messy and took a while to get the right mixture. Now I use aspen on newpaper. I am worried that aspen will get stuck to the minnows I feed. What do you guys use? Help will be much appreciated, as I seem to be getting 5,000 different answers from people. thanx!
