I have no experience using peat moss as a substrate for reptiles. Although peat moss is a nice sterile medium for growing plants there is a disease you can get from peat (sphagnum) moss. I don't know if it would effect snakes.

Why don't you just use paper towels? Garters are quite messy and you would have to change the peat moss often anyway. Are you concerned about looks?
