:Um, there really isn't a huge amount you can do. If it's been two years, it may never change. But there's a few things you may not have tried:
:1) When he does something... bad, do you put him away? You should only let him go if he's calm, otherwise you're reinforcing him. It would basically be teaching him that biting and musking works.
I put him away for the time it takes to wash my hands, then get him back out.
:2) If you have other, calmer garters, try temporarily switching where you keep their enclosures. His tank may appear to the snake as a dangerous place. For example, if he's in a high-traffic area, low to the ground, or in the same room as other animals, the sights/sounds/smell from his tank may stress him out.
He is kept in the corner of a low-traffic room.
:3) Excessive heat can make a snake spastic. It's stressing.
He is kept at room temp. (about 72 farenheit.)
:4) When you hold him, if you don't already, don't approach him from the front or top. If he's in your hands going somewhere he shouldn't, move under him and steer him a different way. Don't restrict his movement too much. Try not to restrict him at all near his neck or head.

:If you've got calmer snakes, this probably isn't a problem, as you probably handle your snakes well.
I don't have problems w/any of my other snakes.
:If nothing else, it is WC, it's understandable.
