nothing you can do. it's nature. what kind of eggs? most take longer than 3 weeks to hatch anyway. those bugs are not what eat tadpoles. but shouldn't mess with the bugs either. everything is survival of the fittest. that is why many frogs lay thousands of eggs so that a few survive to breed again. most eggs/tadpolesfrogs do not live through the first year.
