Illegal breeding of what? Isn't breeding a good thing that takes pressure off wild collecting? Even if it's a protected animal, a captive animal doesn't hurt the wild pop. I once heard there were more SF Gartesnakes in illigal collections than in the pond. This is a good thing for all. Why take from the wild and get caught, while hurting a limited species when you can get a good captive animal. After all, we do this with the cal desert tortiose and nobody squaulks.
