I assume youre talking about the NJ pien barrens, in which case it is illegale to collect any herp from the area. The only exception is that if you have a NJ fishing license, and are in an area where catch and release is not required, you are allowed three snapping turtles and 15 bull or green frogs per day. other than that it's strictly a look and enjoy policy in NJ.
